It’s true partly because most employees are assets who cost money to hire and train. And it may be good to emphasize so that the departing
are less likely to harm the company with unwarranted criticism, bitterness and theft.

But it may also be wise not to over-promise. Reality is that those being released tend to be the least valuable, and future hires may be selected partly to bring in skills that the departing may not have.
